DECISIONS AND ISSUES
- The registry lists RC 22-01 to RC 22-03. Agenda and previous-minute adoption are procedural. RC 22-03 recommends Council review and approve Red Marrow Media’s curling-rink rental from February to August 2023; its tally is two for and one against. The registry does not identify the individual positions.
- The mover and seconder initials do not establish the full eligible roster or identify the opponent. No councillor vote is assigned from those initials. No numbered adjournment appears in the registry; none is invented.
- Council separately approved the rental February 8 in 22-27, with Sheppard’s declared conflict and departure explaining four eligible votes for. The committee’s 2–1 recommendation is not copied into that later unanimous Council decision. A request for the missing January 20 minutes has been added to the existing Recreation draft in admin.
