Recorded absent

No absence shown in the quarterly grid.

  1. Fourteen motions 22-07 to 22-20 match the registry. Agenda, two previous-minute approvals and adjournment are procedural. Ten numbered motions concern substantive business. Unanimous support is inferred from eligible attendance and tallies rather than individually named.
  2. Motion 22-10 approved offers to purchase West 40 Lots 981 and 982 for $1 and gave first and second reading to a land acquisition bylaw. Motions 22-18 and 22-19 again give explicit first and second readings to bylaw 929 for those lots. Both stages are preserved as numbered decisions, but the apparent overlap is flagged against duplicate attribution as independent land acquisitions or reading events. Final reading followed February 8.
  3. Motions 22-11 to 22-15 addressed the January 18 planning recommendations on a warehouse, Astro Hill addition and parking, relocation of parking, explosive storage and parking variances. Motion 22-14 retains “Committee recommends that Council approve” wording even though recorded at Council; the carried text is preserved without upgrading its stated action.
  4. Motion 22-16 directed preparation of a vaccination-access bylaw and associated policies. It was drafting direction, not enactment of the later bylaw 931.
  5. Motion 22-17 directed engagement with the Frobisher Racquet Club owners about purchasing Building 902 for a Youth Wellness Hub, conditional on inspections, appraisal and finding funding. Sheppard left after declaring a conflict; five unanimous votes for reconcile. This was conditional purchase exploration, not proof of a completed purchase or operating centre.
