  1. Eight motions 22-21 to 22-28 match the registry. Agenda, previous-minute approval and adjournment are procedural; five are substantive. Unanimous entries normally have five votes for; 22-27 has four after Sheppard’s conflict departure. The positions are inferred, not individually named.
  2. Motion 22-23 enacted land acquisition bylaw 929 for the West 40 lots previously considered January 18 and January 25. The earlier apparent first-reading and second-reading overlap remains flagged; this is the final-reading stage.
  3. Motion 22-24 supported the Alianait Arts Festival. A suggested amendment about COVID protocols was not accepted by the mover and is not treated as an adopted amendment. Motion 22-25 approved a rebuilt 1989 CAT dozer for $145,000 plus GST following a satisfactory mechanic inspection, with rental costs and compactor repair considered in discussion. The award is not final spending.
  4. Motion 22-26 approved candidate presentations, a ranked ballot and a Council appointment motion for filling vacancies. The later March 8 appointments and March 22 swearing-in are separate events.
  5. Motion 22-27 approved Red Marrow Media’s curling-rink rental for February to August 2023. Sheppard left after declaring a conflict. The discussion records concerns about shortening the curling season; the prior Recreation recommendation carried 2–1, while this Council vote was unanimous among four eligible voters.
