  1. Ten motions FIN22-01 to FIN22-10 match the registry. Agenda, two closed-session transitions and adjournment are procedural; six substantive recommendations were made publicly. Committee unanimity is not converted into named individual votes.
  2. FIN22-04 recommended revised compensation classifications and benefits, up to 20 percent labour-market premiums for hard-to-fill positions, and a business case for staff housing. A business case is not approval of construction or purchase of staff housing.
  3. FIN22-05 and FIN22-06 recommended the operating and capital budgets. Discussion described a proposed $62 million capital budget, with $11.6 million from general operations, and included a fully funded housing project. It described over $2.9 million allocated to essential water treatment work in addition to $3.5 million committed for the emergency response. Those are dated budget descriptions, not certified final project costs.
  4. The presentation said some sanitary sewer sections were at capacity, Phase 2 upgrades were scheduled, infrastructure hindered development, and annual Apex pumping was needed to replenish Lake Geraldine. It also described long-term supply funding discussions. These are February 2022 conditions and plans, not current capacity findings or proof of work completed.
  5. FIN22-07 to FIN22-09 recommended sanitation rates up 2 percent, water and sewer rates up 0.5 percent, and property taxes up 3 percent. The following Special Council meeting separately adopted these measures.
