DECISIONS AND ISSUES
- Eight motions 22-29 to 22-36 match the registry. Agenda and adjournment are procedural; six substantive decisions adopted recommendations from the Finance meeting held immediately beforehand. These are separate committee and Council stages, not duplicate Council decisions.
- Motion 22-30 adopted compensation changes, classifications, benefits, up to 20 percent labour-market premiums for difficult-to-fill positions and direction to develop a staff-housing business case. It did not approve a specific staff-housing construction project.
- Motions 22-31 and 22-32 approved the operating and capital budgets. Motions 22-33 to 22-35 increased 2022 sanitation rates by 2 percent, water and sewer rates by 0.5 percent and property taxes by 3 percent across all classes. All were unanimous with five votes for; individual support is inferred rather than named.
- The minutes record the meeting opening at 7:38 p.m. and closing at 7:44 p.m., following the Finance meeting’s 7:37 p.m. adjournment. The six-minute Council session is documented alongside the earlier committee deliberation, not presented as the entire budget review.
