DECISIONS AND ISSUES
- Eight motions PD 22-09 to PD 22-16 match the registry. Agenda and adjournment are procedural; six concern substantive business.
- North 40 permits PD 22-10 and PD 22-11 each carried 3–1: Sheppard, Stevenson and Awa for; Bell opposed. The permits had different expiry dates, June 30, 2022 and June 30, 2023, with annual rent set at 7.5 percent of land value.
- PD 22-12 recommended a community centre permit and parking and retaining-wall variances; PD 22-14 recommended a survey adjustment and nominal-cost land disposal associated with a six-unit row-house proposal and road widening. Sheppard left after declaring a conflict on each. Committee unanimity alone does not provide individually named support. PD 22-13 recommended Apex residential rezoning and a hearing for a proposed four-plex, not completed homes.
- The development-charges presentation said some sewer sections were at capacity and seven further sewer projects were identified for replacement between 2022 and 2025. It reported $372,975 collected since inception and described developers’ interim sewage tank costs of $300,000 to $400,000. These are dated reported figures and proposed infrastructure scenarios, not current capacity or verified final costs.
- PD 22-15 referred development-charge amendments back for refined options using all at-capacity sewers plus Lift Station 1. It carried 3–1 with Sheppard, Stevenson and Awa for and Bell opposed. No charge rate was enacted at this meeting. Council considered these recommendations separately February 22.
