Recorded absent

No absence shown in the quarterly grid.

  1. Twenty-four motions 22-37 to 22-60 match the registry. Agenda, four previous-minute approvals and adjournment are procedural; eighteen motions concern substantive business. Ordinary unanimous entries have six votes for. These eligible positions are inferred rather than individually named.
  2. Flaherty abstained on the six Planning report motions 22-43 to 22-48. Four have five votes for and one abstention; 22-45 and 22-47 have four for and one abstention, with Sheppard out after declaring conflicts. Abstention is not counted as opposition. Bell chaired, so his February 15 committee opposition is not copied into these Council approvals.
  3. Planning decisions concerned two North 40 land permits, a community centre and variances, Apex residential rezoning and hearing notice, road widening and land disposal, and refined development-charge options. Motion 22-46 gives first reading to the Apex amendment and 22-51 separately gives first reading to bylaw 934. The apparent overlap is preserved and held against duplicate individual attribution as two independent reading events.
  4. Motions 22-49, 22-52 and 22-54 gave all three readings to access bylaw 931; 22-50, 22-53 and 22-55 did the same for municipal enforcement bylaw 930. Council also approved a Community Safety Plan facilitation request, Board of Revision appointments and a Sport Nunavut application described in discussion as $36,000. Applications and planning requests are not proof of grants received or a completed safety plan.
  5. Motion 22-58 changed nonprofit property-tax exemptions from 1.25 percent of general tax revenue to an annual $300,000 amount. It carried 5–1: Awa, Akumalik, Nattaq, Sheppard and Stevenson for; Flaherty opposed. Motion 22-59 on an educational-change research application also carried 5–1: Awa, Flaherty, Nattaq, Sheppard and Stevenson for; Akumalik opposed. The research motion repeats the application title and is not represented as a research licence issued by Council.
