Recorded absent

No absence shown in the quarterly grid.

  1. Eleven numbered motions 22-61 through 22-71 match the registry; seven concern substantive business. Agenda, two previous-minute approvals and adjournment are procedural. Every entry records six unanimous votes for. Apart from the two flagged related bylaw readings, that tally reconciles with seven existing members present and Bell chairing. Support is inferred, not individually named.
  2. Motions 22-64 and 22-65 gave second readings to bylaw 925 described as a Zoning amendment and 926 described as a General Plan amendment. The earlier hearing labels these numbers in reverse and records conflicts and departures by Akumalik and Sheppard, who subsequently moved these readings at Council. No Council conflict is recorded. Individual positions on both readings remain unresolved; neither six-vote tally is silently reduced or reassigned.
  3. Motion 22-66 enacted Land Administration bylaw 897. Discussion described Inuit priority for new City-developed land, an option for 99-year leases and private land development provisions. Those are the councillor’s description of the adopted policy, not proof that a particular development or lease was approved here.
  4. Motion 22-67 awarded WSP Canada Inc. $99,609 plus GST for UV replacement design and filter media replacement contract administration. Administration recommended the consultant because of time constraints and existing familiarity. This is a design and administration award, separate from the April 19 filter media construction award and from long-term reservoir capacity.
  5. Motion 22-68 appointed Ookalik Curley and Paul Quassa after presentations by seven applicants and a ranked ballot. The minutes record the chosen applicants and unanimous appointment motion, but not individual rankings or ballot totals. Curley and Quassa were sworn in at the March 22 Council meeting. They are not credited with voting for their own March 8 appointment or earlier motions.
  6. Motion 22-69 directed staff to seek funding for a larger reuse centre, a construction and demolition material cell, and composting of household waste and wastewater sludge. It did not award construction or confirm funding. Motion 22-70 proclaimed the May 10 National Day of Action Against Anti-Asian Racism. The Mayor’s Housing Task Force item remained tabled with no update.
