DECISIONS AND ISSUES
- Six numbered motions 22-92 through 22-97 match the registry; four are substantive contract decisions. Agenda and adjournment are procedural. All six entries record six unanimous votes for, consistent with seven present and Bell chairing. Individual support is inferred rather than named.
- Motion 22-93 approved VRA additional Operations Facility architectural and engineering work related to fire suppression, an energy package and generator requirements for $99,000 plus GST. Administration identified the 2022 Capital Spending Plan as the source. This is additional design work, not the entire Operations Centre construction price.
- Motion 22-94 awarded Tower Arctic Ltd. $5,898,207 plus GST for sewer upgrades between AV211 and AV205. Administration said the project could not proceed the previous year because bids exceeded budget and that the lowest 2022 bid was within the allocation. The award does not establish completion or the final cost.
- Motion 22-95 awarded Narwhal Ltd. $465,000 plus GST for water treatment plant heating system upgrades. Motion 22-96 approved a $49,972 plus GST WSP Canada Inc. change order for design and construction site administration of fuel tanks and containment. The sole-source rationale cited the consultant’s familiarity from the earlier water emergency; Curley voiced initial concern but said she agreed after reading the rationale.
- The March water treatment awards, the March 8 UV design award and the April 19 filter media award are separate scopes and approval stages. They document active work, without proving completed remediation, current water safety or additional reservoir storage.
