  1. Four motions SPED 22-01 through 22-04 match the registry. Agenda adoption, agenda reordering and adjournment are procedural. SPED 22-03 is the one substantive recommendation. Unanimous results have no numeric tally or named voting positions, so attendance alone is not converted into individual support.
  2. SPED 22-03 recommended a $150,000 Government of Nunavut Strategic Investment Fund application for a new Community Economic Development Plan. Council separately approved the application on April 12 in 22-120. An application is not an awarded grant.
  3. The strategic update discussed an unbalanced water and sewer fund following the water crisis, annual Apex pumping until a long-term supply, and a Federal Road subdivision described as ready when the long-term supply was completed. These are dated planning statements, not proof of current restrictions, delivered housing or completed infrastructure.
  4. The minutes and registry identify April 5, while April 12 minute-approval motion 22-102 calls this meeting March 31. The discrepancy remains unresolved. This is one record, not a second March 31 meeting.
