  1. Fourteen motions PD 22-17 through PD 22-30 match the registry; agenda and adjournment are procedural. Twelve motions concern substantive recommendations. Committee unanimity has no numeric tally and is not assigned automatically to individual members.
  2. PD 22-19 recommended extending specified Joamie construction deadlines to December 31, 2023 due to COVID-19. It carried 4–1: Awa, Curley, Nattaq and Stevenson for; Bell opposed. PD 22-24 recommended brewery bar zoning first reading and public notice, also 4–1: Awa, Bell, Nattaq and Stevenson for; Curley opposed. Akumalik chaired both votes.
  3. Recommendations included the Q1 development report, rescinding earlier Palaugaa Drive direction, an Astro Hill encroachment MOU subject to legal review, a four-lot survey and land disposal readings, a 44.6-square-metre accessory building variance, refusal of a Joamie two-parcel subdivision and an Apex four-parcel subdivision. Parcel creation is not a count of newly built homes.
  4. PD 22-28 recommended a 25-month permit for 1.4 hectares in the West 40 with annual rent at 7.5 percent of land value. Minutes and registry say unanimous, but the discussion describes Awa as opposed to the recommendation. His individual vote remains unresolved; that comment is not substituted for a recorded opposed vote. Bell returned for the vote.
  5. PD 22-29 recommended a water and sewer development charge amendment reflecting 50 percent recovery over 15 years. This did not enact a bylaw. Council’s April 26 decisions are separate approval stages, not duplicate committee votes or completed projects.
