DECISIONS AND ISSUES
- PD 22-31 through PD 22-43 match the registry. Agenda and adjournment were procedural. Eleven substantive recommendations were recorded, including three split votes named in the minutes. Unanimous registry entries have no numeric tally or individually named positions.
- PD 22-33, the Joamie Court duplex permit and frontage variance, and PD 22-34, subdivision of an existing semi-detached property into separate parcels, each carried 5–1: Bell, Curley, Nattaq, Quassa and Sheppard for; Stevenson opposed. Akumalik chaired. Council separately approved these May 24 under 22-180 and 22-181 with a different attendance roster.
- PD 22-36 recommended the North 40 LUP 22-005 renewal on a named 5–1 vote: Curley, Nattaq, Quassa, Sheppard and Stevenson for; Bell opposed. Council separately approved it unanimously May 24 under 22-183, when Bell chaired. Committee and Council positions must remain distinct.
- PD 22-32 recommended a call for proposals and $1 disposal price for the Butler Building lot, with demolition and contamination remediation described as redevelopment obligations. Council approved the recommendation May 24 under 22-179. A disposal authorization is not proof of a completed sale or cleanup.
- The unnumbered LUP 22-003 material-laydown motion was withdrawn by Bell with Quassa’s agreement and referred back to staff for alternatives or safety conditions. It did not carry, is absent from the numbered registry and adds no support or opposition votes.
- PD 22-35 through PD 22-42 cover eight land use permit recommendations, including granular or material storage and explosive storage, with annual rent set at 7.5 percent of land value. Council separately acted under 22-182 through 22-189. The cannabis-store delegation and planning memo were discussed without a numbered approval motion at this meeting.
