DECISIONS AND ISSUES
- Motions 22-251 through 22-269 match the registry. Agenda, two prior-minute approvals and adjournment were procedural. Fifteen substantive decisions include final reading of water and sewer development charge bylaw 940, five committee appointments, contracts, a streetlighting deferral, planning approvals, land disposal readings and a research application.
- Motion 22-260 awarded fire training ground replacement for $440,000 plus GST. Motion 22-262 awarded Stantec $900,922 plus GST for design services for Lower Iqaluit Sewer Upgrades, Lift Station #1 and the Septage Receiving Station. Discussion initially proposed staging the work, but the carried motion awards the full design contract. Motion 22-263 awarded Tower Arctic $798,870 plus GST for water treatment plant clearwell and mixing-chamber remediation and reservoir cleaning. These are awards, not evidence of completed work or final spending.
- Motion 22-261 deferred the $131,788 plus GST streetlighting award until the next meeting for a list of locations. Council subsequently awarded it August 9 under 22-278. The deferral and award are distinct decisions, not two awards.
- Motions 22-264 through 22-266 approved the accessory building, Apex daycare and four-unit proposal, and community-centre vestibule work recommended July 19. The Apex proposal replaces a duplex and is not evidence of four net additional or completed homes.
- Motion 22-267 records first and second readings of land disposal bylaw 942 for Lot 20, Block 206, Plan 3474. August 9 minutes and registry separately record those same readings under 22-272 and 22-273. The records do not explain the repetition; both dates are preserved and flagged. Third reading is separately recorded August 23 under 22-296.
