DECISIONS AND ISSUES
- Motions 22-270 through 22-280 match the registry. Agenda, prior-minute approval and adjournment were procedural. Eight substantive decisions were recorded. Unanimous motions have four votes for except 22-275, which has three following Sheppard’s conflict. Those unanimous votes are not individually named.
- Motion 22-274 carried second reading of zoning bylaw 941 on a named 3–1 vote: Quassa, Sheppard and Smith for; Nattaq opposed. Bell chaired. This followed the separate cannabis-store public hearing. October 11 records a later revised second reading, not the same vote.
- Motion 22-275 passed third and final reading of zoning amendment bylaw 938 with three unanimous votes. Sheppard’s declared conflict and Bell’s chair status reconcile the reduced tally; support by the remaining eligible members is a reconstruction candidate, not an individually named vote.
- Motions 22-272 and 22-273 record first and second readings of land disposal bylaw 942, although July 26 motion 22-267 already describes both readings for the same lot. No explanation is supplied in these written records. Both meeting records retain this discrepancy; final reading came August 23.
- Motion 22-277 supported an Akilliq Drive National Trade Corridors Fund application for $7,297,496 and committed a $2,432,499 City contribution. This is application support and a contribution commitment, not confirmation that funding was received or the road completed. Motion 22-278 awarded Qulliq Energy Corporation $131,788 plus GST for streetlighting following July 26’s deferral. Council also appointed Nattaq to a food-sovereignty roundtable and proclaimed World Pancreatic Cancer Day.
