DECISIONS AND ISSUES
- Motions 22-281 through 22-283 match the registry. Agenda and adjournment were procedural. Motion 22-282 declared a local state of emergency due to the Lake Geraldine water shortage, with five votes for, marked unanimous. The minutes do not individually name those votes; Bell chaired.
- The minutes describe low precipitation, low Apex River flow and concern about filling the reservoir before freeze-up. Administration proposed emergency licence changes and pumping from Unnamed Lake through the Apex River. These were August 2022 circumstances and proposed responses, not a description of current reservoir conditions.
- Administration said additional pumps and regulatory approval were needed. The emergency declaration does not establish the eventual pumping volume, final cost or completion of the longer-term project.
