DECISIONS AND ISSUES
- Motions 22-287 through 22-306 match the registry. Agenda, four prior-minute approvals, two closed-session transitions and adjournment were procedural. Twelve bylaw, funding, planning, contract, operational and research decisions were substantive.
- Motion 22-305 selected the city model for the Waste Management Operational Business Plan on a named 3–2 vote: Awa, Curley and Smith for; Nattaq and Stevenson opposed. Bell chaired. Other registry motions record five votes for, marked unanimous, without individual names.
- Motion 22-299 authorized entering an agreement with Infrastructure Canada under the Disaster Mitigation and Adaptation Fund for $214 million for the long-term water supply project. Agreement authority does not establish receipt of the full amount, expenditure or completed works. The meeting also received a separate update on emergency pumping preparations.
- Motion 22-300 separately approved the 18-unit housing permit and four variances recommended August 16 under PD 22-59. The minutes of that committee describe replacing six existing units, so the 18-unit permit is not evidence of 18 net additional or completed homes.
- Council gave first and second readings to traffic-safety and impounded-vehicle bylaws under 22-292 through 22-295, including a $1,000 school-bus passing fine in the traffic bylaw second reading. Final readings came September 13 under 22-312 and 22-313. It also passed land disposal bylaw 942, directed a community-radio funding application, approved $5,191.20 in-kind trade-show support and awarded a $42,375 plus GST staff-housing assessment contract.
