DECISIONS AND ISSUES
- The complete published workshop minutes contain a presentation and discussion, with no numbered motion or formal vote recorded. No motion registry is linked on the City archive entry. The zero reflects this written record, not proof that nothing was discussed or that recommendations were implemented.
- The master-plan presentation addressed fire-station space, staffing, equipment replacement, prevention, dispatch, training, emergency operations and possible Apex coverage. These were recommendations and reported conditions in August 2022, not findings about the current service or a council construction award.
- The written questions are grouped without identifying individual councillor speakers. They include station location, equipment, fire and ambulance staffing, implementation priorities, Inuktitut dispatch and 911. Individual question attribution remains unresolved pending audio review.

RECORD RULE
Unknown is not zero
A blank motion or question count means that layer has not been audited for this meeting. It does not mean no motions were moved or no questions were asked. Attendance names reproduce the City’s quarterly grids unless another basis is stated.
