DECISIONS AND ISSUES
- Motions 22-307 through 22-323 match the registry. Agenda, four earlier-minute approvals and adjournment were procedural. Eleven bylaw, project, procurement, policy and research decisions were substantive. The registry calls them unanimous without individually named positions.
- Council directed staff under 22-315 to seek cost reductions and return with options for the waste transfer station. This preceded the separate September 27 construction award under 22-329 and was not itself an award. Council approved a bowhead skull installation under 22-316 and a legal-services procurement process under 22-317.
- Council directed a debt-collection plan to Finance for discussion under 22-318 and environmental and climate work under 22-319. The granular supply award under 22-320 specified $478,992 plus GST for 2022 and a conditional $493,600 plus GST for 2023 pending budget approval.
- Motion 22-321 selected a preferred long-term water-source design direction including summer-only Unnamed Lake supplementation. It does not establish that a new source had been built or was supplying water.
