DECISIONS AND ISSUES
- Motions 22-324 through 22-345 match the registry. Agenda, two earlier-minute approvals and adjournment were procedural. Eighteen bylaw, contract, personnel, travel, land, planning and research decisions were substantive. The registry calls them unanimous without individually named votes.
- After a September 13 direction to seek cost options, council awarded a $36,957,000 plus GST waste transfer station construction contract and established a 10 percent contingency under 22-329. The award and contingency are authorities, not evidence that the entire amount was spent or construction completed.
- Motions 22-335 through 22-339 separately approved the September 20 Planning recommendations: a waste facility permit, a West 40 land use permit, a discounted Joamie Court non-market housing lot disposal, fees bylaw readings and initiation of Parcel 1 lot acquisitions with Lot P deferred pending remediation.
- Council gave first and second readings to the debt forgiveness bylaw under 22-327 and 22-328. The meeting also recorded administrative and research decisions under 22-330 through 22-334 and 22-340 through 22-344; these are not counted as completed projects.
