Planning & Development COW #09

Oct 18, 2022

Minutes audited
Attendance basisApproved scanned minutes and registry. Acting Mayor Awa chaired; Sheppard, Curley, Quassa, Smith and Stevenson attended. Nattaq was absent. Sheppard declared a conflict on the two Apex lot recommendations, PD 22-69 and PD 22-70. The registry says unanimous without numeric tallies, so individual support on those items is not reconstructed. Outside current-term totals.

  1. PD 22-68 through PD 22-73 match the registry. Agenda and adjournment were procedural. Four land, development and housing-plan recommendations were substantive; each required a separate council decision.
  2. With Sheppard's declared conflict, PD 22-69 recommended a 12-month Apex lot construction extension to August 1, 2023 with a $3,551.50 penalty. PD 22-70 recommended a permit for two semi-detached units and frontage and rear-yard variances on the same lot. Both are marked unanimous with no numeric tally. Council separately approved them October 25 as 22-375 and 22-376 with four votes and Sheppard out of the chair.
  3. PD 22-71 recommended a self-storage expansion permit and three yard variances; council approved them separately as 22-377. PD 22-72 recommended 2023 Housing Action Plan priority actions; council directed the work separately as 22-378. The minutes discuss water and sewer barriers, but these directions do not confirm housing delivery.
  4. A Transportation Master Plan item was removed from the agenda. It was not decided at this meeting; the committee considered it separately on November 15.
