  1. FIN 22-15 through FIN 22-22 match the registry. Agenda and adjournment were procedural. The six other motions were unanimous committee recommendations, without numeric tallies or individually named votes.
  2. FIN 22-16 recommended accepting the June 2022 mid-year statements. FIN 22-17 and FIN 22-18 recommended the amended 2023 operating budget and capital budget. Council separately accepted or approved these October 25 as 22-379 through 22-381. The committee's budget recommendation was not the final council approval.
  3. FIN 22-19 through FIN 22-21 recommended a two percent sanitation increase, a five percent water and sewer increase for full-economic government units with one percent for other customers, and a two percent institutional property-tax increase with one percent for other classes. Council separately enacted these directions October 25 under 22-382 through 22-384, each on a named 4–1 vote.
  4. A long-term-loan item was removed from this committee agenda. Council took up loan renewals on October 25 under 22-373. The minutes' discussion of capital projects and subdivisions describes proposals and budget planning, not completed works.
