Recorded absent

No absence shown in the quarterly grid.

  1. Motions 22-390 through 22-410 reconcile with the registry. Agenda changes, two prior-minute approvals, in-camera transitions and adjournment were procedural. Thirteen by-law, appointment, project and council-administration decisions were substantive. Ordinary substantive motions record seven in favour, marked unanimous; the registry has no individually named roll calls for them.
  2. The two prior-minute approvals carried 6–1 and 5–2 with named positions in the minutes (22-391 and 22-392). Members discussed tax decisions while voting on the accuracy of earlier minutes. Those procedural votes are not counted as votes for or against a new tax increase at this meeting.
  3. Council gave first and second readings to 2023 Mill Rate By-law 948 and final reading to Council Indemnity amendment By-law 947 (22-393 through 22-395). Final reading of By-law 948 followed November 22 under 22-415.
  4. Motions 22-396 through 22-400 and 22-406 made committee chair, vice-chair and representative appointments. Council also directed planning for an informal January orientation under 22-405; these decisions do not establish that a later event took place.
  5. Motion 22-402 awarded $117,766 plus GST for weir design and made $225,438 plus GST in construction-stage services conditional on future budget approval. Staff said a later tender would be needed to construct the weir. This was not a construction award or confirmation that the conditional amount was spent.
  6. Council allowed the mayor to work part time for the remaining term (22-403) and set that position's salary at $5,000 per month without benefits or lieu hours (22-404). The minutes separately note a vacant council seat whose filling was deferred; no appointment was made on that discussion item.

RECORD RULE

Unknown is not zero
