DECISIONS AND ISSUES
- Motions 22-411 through 22-436 reconcile with the registry. Agenda, two prior-minute approvals, four in-camera transitions and adjournment were procedural. Eighteen appointments, by-law stages, project directions, land decisions, contracts and other decisions addressed substantive business.
- Council approved a $690,000 landfill cell-one excavation and backfill change order (22-422), then directed an amended Capital Spending Plan identifying its funding source (22-423). Each carried with five named votes for and Smith abstaining because she missed the preceding closed-session discussion. The contract approval is not proof that $690,000 was paid; the funding-plan direction is a separate motion.
- Council referred a hotel developer's temporary servicing and cost-sharing request for further committee discussion (22-425). A separate special council meeting on November 25 approved a conditional temporary connection under 22-438. The referral was not the approval.
- Council advanced land acquisition and disposal by-law readings (22-426), directed preparation of QIA land-disposal options (22-427), ordered a hearing on a Land Administration amendment (22-428), and adopted the Transportation Master Plan (22-429). These followed November 15 Planning recommendations. Stevenson declared a conflict on 22-427, whose registry shows five unanimous votes; no vote is assigned to him on that item.
- Council made a conditional $1 Butler Building lot award to Uquutaq Society and gave first and second land-disposal by-law readings (22-430). It separately directed work on another land-disposal approach (22-431). Later final reading of the Butler Building by-law occurred January 10, 2023; these motions do not establish a completed housing project.
- After Smith left for the remainder of the meeting, 22-435 awarded $4,616,100 plus GST for five years of Long-term Water Supply Project management services from 2023 to 2027. The registry shows five unanimous votes. This is an authorized contract amount, not proof of five years of payments or completed water works.
