Council Meeting #01
Jan 10, 2023
Solomon Awa · Kyle Sheppard · Swany Amarapala · Ookalik Curley · Simon Nattaq · Paul Quassa · Kimberly Smith · Romeyn Stevenson · Samuel Tilley
No absence shown in the quarterly grid.
- Motions 23-01 through 23-19 reconcile with the registry. Agenda and prior-minute approvals, an agenda amendment, two in-camera transitions and adjournment were procedural. Thirteen by-law, funding, contract and project decisions were substantive. Ordinary motions record eight unanimous votes until Quassa's departure, then seven. These are tallies, not individually named roll calls.
- Council gave first and second readings to Water and Sewage Replacement Reserve By-law 953 (23-03 and 23-04); third and final reading followed January 24. Members distinguished a reserve for replacement vehicles from the wider water and sewer fund in discussion.
- Council gave final readings to Butler Building land disposal By-law 949, Astro Hill land disposal By-law 950, land acquisition By-law 951 and a zoning amendment By-law 941 (23-05 through 23-07 and 23-09). The minutes describe the Butler Building disposition to Uquutaq Society but do not establish completed remediation or housing construction.
- Council supported Sport Nunavut funding applications for the 2023–24 fiscal year (23-10) and awarded $160,650 plus GST for a youth crisis intervention and homelessness prevention initiative (23-11). An application and contract award are not proof that funding arrived or services were completed.
- A proposed $329,100 waste-transfer-station consumables change order and a fire-training-ground relocation proposal were returned for more information without numbered approval motions. The minutes record concerns about cost, sole sourcing and an identified funding source. The relocation later received a separate award on February 28 under 23-53.
- Council awarded $39,960 plus GST for the 2023 Lake Geraldine Dam Safety Program (23-12) and $25,300 plus GST for structural-upgrade contract administration and inspection (23-13), and supported emergency-management training (23-14). These are distinct authorizations, not completed projects.
- After Quassa left, council approved $54,400 plus GST in Apex River supplemental-pumping engineering support (23-17) and a $48,113.80 plus GST lift-station temporary-bypass change order (23-18). Both carry seven unanimous votes; no vote is assigned to the departed member.
