Council Meeting #03
Feb 14, 2023
Solomon Awa · Kyle Sheppard · Swany Amarapala · Ookalik Curley · Simon Nattaq · Paul Quassa · Kimberly Smith · Romeyn Stevenson · Samuel Tilley
No absence shown in the quarterly grid.
- Motions 23-29 through 23-46 reconcile with the official registry. Agenda, three prior-minute approvals and adjournment were procedural. The 13 remaining by-law, funding, contract, support, policy and appointment decisions were substantive. All motions are recorded as unanimous with eight votes; this is not an individually named roll call.
- Council gave first and second readings to property-tax-relief amendment By-law 954 (23-33 and 23-34); third and final reading followed February 28. Motion 23-35 supported Uquutaq Society Rapid Housing Initiative applications and directed reasonable prioritization of those applications. A letter of support is not a housing construction or grant approval.
- The minutes describe two proposed Uquutaq projects: a rooming house and an expansion of low-barrier services with a proposed 40-bed shelter and 14-bed transitional program. These were delegation plans, not unit counts adopted by motion 23-35.
- Council approved a $24,831.20 plus GST fire-training-ground change order (23-36), a $212,736 plus GST Apex Road crosswalk contract (23-37), $78,768.99 plus GST in arena and youth-centre flooring work (23-38), a $415,000 plus GST water-treatment UV-reactor replacement (23-40) and a $243,397.14 plus GST Operations Centre fire-pump change order (23-41). Awards and change orders are not final payments or completed work.
- Members asked how over-budget capital work would be funded; staff said a capital-plan amendment was being prepared for committee. The minutes separately discuss fire-training-ground thermistors that staff said were installed contrary to specifications. Those remarks are discussion, not a new award in this meeting.
- Other decisions amended nonprofit tax-relief criteria (23-39), supported a lottery application (23-42), accepted the 2021 management letter (23-43), appointed members at large to the Board of Revision (23-44) and recorded a research application motion (23-45). The research motion's short wording does not specify a grant or permit outcome.
