DECISIONS AND ISSUES
- TAC 23-01 through TAC 23-06 reconcile with the registry. Agenda, previous minutes and adjournment were procedural; TAC 23-03 through TAC 23-05 were unanimous committee recommendations, not final council actions.
- The committee recommended that the City provide standardized passenger-fare and vehicle information, Taxi By-law 590 Schedules I and K, to livery holders at each fare change. Members discussed translation, display and advance-payment information. Council adopted the corresponding direction February 28 under 23-56.
- The committee recommended further livery-licence application requirements, including discussion of cars ready for service, hands-free calls and a probation period. Council separately adopted the general direction as 23-57; the motion did not codify every discussed criterion.
- The committee recommended drafting a new Vehicle for Hire By-law after hearing that the earlier draft raised legal and privacy concerns around taxi audio and video recording. Council directed that drafting under 23-58. Neither motion enacted a replacement by-law.
