DECISIONS AND ISSUES
- PD 23-04 through PD 23-12 reconcile with the registry. Agenda and adjournment were procedural. Seven recommendations addressed leases, quarry administration, zoning and development permits; one recommendation was defeated. Committee recommendations must be distinguished from council approvals.
- PD 23-05 recommended extending Joamie Court lease construction deadlines to December 31, 2024. Staff said downstream sewer capacity and an interim holding-tank condition had made smaller projects financially difficult. Council separately approved the extensions February 28 as 23-59.
- PD 23-06 recommended first reading of a Northwest Deposit quarry administration agreement. Council separately gave first reading February 28 as 23-60. Discussion about royalty collection, public access and future roads was not a construction authorization.
- PD 23-07, a proposed rezoning and public hearing for a 31-unit building on Lots 505 and 506, was unanimously defeated. The minutes record concerns about unit mix, parking, storage and loss of commercial space. The registry does not list individual votes on the defeated recommendation, and no council approval is inferred.
- PD 23-08 recommended a three-storey duplex permit and frontage variance, carrying 5–1: Awa, Amarapala, Curley, Nattaq and Sheppard for; Stevenson opposed. Tilley chaired. Council later approved the permit and variance February 28 as 23-61, with a separately recorded 4–1 vote.
- PD 23-09 and PD 23-10 recommended recovery-centre and aircraft-hangar permits; council approved them separately as 23-62 and 23-63. PD 23-11 recommended a survey, permit and variance for an already installed fuel tank. Sheppard declared a conflict on that item; council separately approved it as 23-64 with four recorded votes.
