DECISIONS AND ISSUES
- Motions 23-47 through 23-69 reconcile with the registry. Agenda, two prior-minute approvals and adjournment were procedural. Nineteen by-law, contract, project, permit, committee-follow-up and support decisions were substantive.
- Council gave third and final reading to nonprofit property-tax-relief amendment By-law 954 (23-50), following February 14 first and second readings. It awarded $83,729 plus GST for wastewater-plant operational support (23-51), authorized procurement for the Federal Road water-main extension (23-52), awarded $252,000 plus GST for fire-training-ground relocation (23-53) and $151,259 plus GST for a Zamboni (23-54). These were distinct approval stages, not a total spent.
- Motion 23-55 acknowledged that water-treatment-plant work was satisfactory and a return to normal service was underway. Staff said water sampling and a planned March 3 start still lay ahead; the motion did not record completed return to normal operations.
- Council adopted the February 16 Taxi committee's three recommendations under 23-56 through 23-58 and separately adopted Joamie Court lease extensions and Northwest Deposit quarry first reading under 23-59 and 23-60. The February 21 Planning committee had recommended the latter two actions.
- Motion 23-61 approved the Joamie Court duplex permit and frontage variance, carrying 4–1: Amarapala, Curley, Sheppard and Smith for; Stevenson opposed. Mayor Awa chaired. It followed a separate 5–1 committee recommendation, where Awa voted for and Stevenson opposed.
- Council approved a recovery-centre permit (23-62) and an aircraft-hangar permit (23-63). Sheppard declared a conflict on the fuel-tank survey, permit and variance (23-64); the registry records four votes in favour, marked unanimous, without a named voter list. No support is assigned to Sheppard on that item.
- Council then handled a research application, a territorial-parks master-plan endorsement and support letters for an Emancipation Festival and tuberculosis-testing research (23-65 through 23-68). The registry's unanimous entries do not provide individually named roll calls.
