- Council gave first and second readings to Fees and Charges amendment By-law 955 and Northwest Deposit Quarry agreement By-law 956 (23-73 through 23-76). Third and final readings followed separately on March 28.
- Council approved a $177,942.70 plus GST drainage-design change order, awarded $159,800 plus GST for Aquatic Centre chlorination upgrades with a $36,400 capital-budget increase, and approved $583,829 plus GST for Lower Iqaluit sewer and lift-station consulting (23-77 through 23-79). These approvals are not final payments or completed work.
- Motion 23-80 directed a detailed design for an Apex Cemetery expansion. Motion 23-81 directed further investigation and feasibility work on an Apex boat launch, carrying 5–1: Awa, Amarapala, Quassa, Stevenson and Tilley for; Curley opposed. It did not approve construction.
- The emergency-services facility study presented a $29.887-million estimate and anticipated October 2025 completion; the minutes record a presentation, not a construction award or proof of completion. Council accepted a Recreation Committee report under 23-82.
