  1. Motions 23-99 through 23-110 reconcile with the registry. Eight project, funding and research-application decisions were substantive; agenda, prior minutes and adjournment were procedural. The mayor chaired without an ordinary vote.
  2. Council approved $174,997 plus GST for additional Unnamed Lake flow monitoring and water-balance modelling (23-102). Staff said a weir had not been approved and other measurements were needed; the approval does not establish a new water source or completed study.
  3. Motion 23-103 deferred the Arnaitok Arena ice-plant replacement until 2024, carrying 4–1: Amarapala, Nattaq, Smith and Tilley for; Quassa opposed. Staff warned that the existing plant could continue causing service problems. Separately, 23-104 awarded $292,200 plus GST for other arena improvements and allocated $55,000 more within the 2023 capital plan.
  4. Council approved $28,200 plus GST in website-content contract work and applications to the Community Development Fund under 23-105 and 23-106. These are decisions, not evidence of completed content or approved grant funding.
  5. Motions 23-107 and 23-108 directed a design-bid-build approach for the Long-Term Water Supply Project and awarded AV 305 remediation to Nunavut Excavating, following March 23 committee recommendations. The minutes and registry give no dollar amount for 23-108 and do not establish completion.
