  1. The committee met from 6:02 to 6:30 p.m. Its five motions were PD 23-18 through PD 23-22. The agenda and adjournment were procedural; three recommendations were substantive. A unanimous committee recommendation was not yet council approval.
  2. PD 23-19 recommended acceptance of the first-quarter development activity report. Council accepted it on April 25 under motion 23-120.
  3. PD 23-20 recommended a permit and two variances for a four-storey, 27-unit mixed-use proposal on Lots 505 and 506. The minutes say an access vault would need replacement and describe a proposed City contribution of up to $150,000 from the Land Development Fund; that discussion is not the adopted motion's amount. Tilley declared a conflict. Council approved the permit and variances separately on April 25 as 23-121.
  4. PD 23-21 recommended storage buildings, a bar use and a temporary warehouse permit at the West 40 brewery site, with variances. Sheppard declared a conflict. Council approved those applications separately on April 25 as 23-122. The recommendation and approval do not prove construction or operation.
  5. Neither the registry nor the minutes names individual votes for PD 23-20 or PD 23-21. No support is assigned to the members who declared conflicts.
