DECISIONS AND ISSUES
- Council met from 6:01 to 7:42 p.m. Motions 23-111 through 23-128 reconcile with the registry. Agenda, prior minutes, closed-session transitions and adjournment were procedural. The deputy mayor chaired without an ordinary vote; item-specific conflicts changed the participating group.
- Motions 23-114 and 23-115 awarded $387,474 plus GST for a water-treatment-plant fuel tank and $2,107,205.50 plus GST for the Federal Road water-main extension. Motion 23-116 approved $52,276.59 plus GST in Apex River pumping design support. These are approvals, not payments or proof that work was finished.
- Motion 23-118 approved a revised Lift Station #1 and septage-receiving-station schedule by a named 5–1 vote: Amarapala, Curley, Nattaq, Smith and Tilley for; Stevenson opposed. Staff described $4 million to $8 million in anticipated work shifting to 2024 or later. That estimate is schedule context, not an adopted expenditure.
- Sheppard declared a conflict and left the chair for the Reaching Home contract. With Stevenson chairing, 23-119 carried 4–1: Curley, Nattaq, Smith and Tilley for; Amarapala opposed. The minutes describe a service cost up to $100,000; the adopted motion does not state that amount.
- Council accepted the development report as 23-120, then approved the 27-unit mixed-use permit and variances as 23-121 with Tilley conflicted and five recorded votes. Sheppard again declared a conflict and Stevenson chaired the separate West 40 brewery/warehouse permit, 23-122, which also records five votes. Both follow April 18 committee recommendations.
- Motions 23-123 and 23-124 supported a soccer lottery request and Alianait festival sponsorship; 23-127 extended a planning-services contract through December 2023. The registry's unanimous entries are not individually named roll calls.
