DECISIONS AND ISSUES
- The committee met from 6 to 7:47 p.m. Its registry lists PD 23-23 through PD 23-37: 13 substantive referrals or recommendations plus procedural agenda and adjournment motions. The unanimous labels do not name individual votes.
- Staff acknowledged that notices for a proposed five-suite short-term rental addition on Tundra Ridge Lot 11 had not been hand-delivered to properties within 30 metres as the zoning by-law required. PD 23-24 referred DP 23-009 back for proper notice and clearer parking and drive-aisle plans, with a requested return to June 13 council. Council's June 13 permit decision, 23-176, was a separate step.
- PD 23-25 through PD 23-27 recommended North 40 and West 40 survey sketches. Members questioned contamination boundaries and liability; staff said a Phase 2 environmental assessment was underway. The recommendations do not establish clean land or completed surveys. PD 23-28 recommended inviting bids for six City legal surveys.
- PD 23-29 through PD 23-33 recommended five North 40 land-use permits with annual rent set at 7.5 per cent of land value. PD 23-34 and PD 23-35 recommended two Trail Area explosives-storage permits at the same rental formula. These were committee recommendations, not final council permits.
- PD 23-36 recommended a one-year West 40 aggregate-storage permit from July 1, 2023 to June 30, 2024. Members discussed ensuring temporary use stayed temporary. Council considered the land-use items separately at its May 23 meeting.
- An update described a quarry management plan and Phase 2 environmental assessment as in progress. Discussion of cabin leases and on-the-land facilities was policy exploration, not an adopted policy or approval of a facility. The Canadrill update and legal closed-session item were removed from the agenda.
