Council Meeting #10
May 23, 2023
Romeyn Stevenson · Solomon Awa · Kyle Sheppard · Swany Amarapala · Ookalik Curley · Simon Nattaq · Paul Quassa · Kimberly Smith · Samuel Tilley
No absence shown in the quarterly grid.
- Council met from 6 to 9:02 p.m. Motions 23-142 through 23-171 were reconciled with the signed minutes and registry. Stevenson chaired; the registry records eight votes on most unanimous motions. Agenda, prior-minute approval, extension of meeting time and adjournment are procedural.
- Council gave first and second readings to Chief Administrative Officer Appointment By-law 957 and Land Disposal By-law 958. These were not final readings at this meeting. Motion 23-149 requested territorial action on daylight saving time; 23-156 directed a letter asking the Legislative Assembly to reconsider Clare’s Law.
- Motion 23-151 awarded BaffinCorp a three-year $3,190,000 plus GST scrap-metal removal contract. Motion 23-153 awarded $2,198,881 plus GST for drainage improvements and authorized a separate $440,000 plus GST contingency. These are contract and contingency approvals, not proof of payment or finished work.
- Motion 23-154 directed staff to pursue the option of moving the landfill lagoons closer to the access road. The minutes give an engineering estimate of about $868,000 and say a contractor quotation and later award decision were still needed. Motion 23-152 referred a proposed dog-pound design contract to committee; the June 8 committee and June 27 council decisions are separate steps.
- Sheppard declared a conflict before the Red Marrow Media curling-rink item. Motion 23-155 carried with seven recorded votes, one fewer than the normal eight; no support is assigned to Sheppard. The resolution approved January 1 through July 31, 2024 as requested rental dates while directing staff to work with the curling club and production company on changes where possible. It does not establish the dates ultimately used.
- Motions 23-159 through 23-170 addressed survey sketches, land-use permits, rentals and explosives-storage locations. The registry's unanimous tallies are not individually named roll calls. Motion 23-157 authorized completion of a previously reviewed Acting CAO payment without a public amount in the adopted wording.
