  1. The committee met from 6 to 7:53 p.m. Its approved minutes and registry contain EPW 23-07 through EPW 23-14. Four recommendations are substantive; the agenda, closed-session transitions and adjournment are procedural. No interests were declared in the minutes. The unanimous registry does not name each voter.
  2. Staff reported that Apex River pumps could not yet be installed while the river remained frozen, anticipated a leakage test around June 15 or 16, and discussed a backup diesel pump. Those were June 8 project updates, not a later finding about delivered water or capacity.
  3. EPW 23-08 recommended a $106,197.33 plus GST housekeeping-pad change order for the solid-waste facility. Staff said final Infrastructure Canada approval for additional funding had not arrived. EPW 23-09 recommended a $296,013.50 plus GST Apex Cemetery contract, with $144,523 plus GST of Phase 1 work in 2023. Council made the corresponding approvals on June 27; the recommendations were not awards by themselves.
  4. After discussing the cost of an outside dog-pound design, EPW 23-10 recommended an in-house design meeting animal-shelter and worker-safety standards and consultation with the Iqaluit Humane Society. Council separately directed staff on June 27. Neither motion proves a facility was built.
  5. EPW 23-11 recommended revised Section F municipal design guidelines for trucked water and sanitary service, effective when other by-laws were amended. Staff also discussed improved hydrant-test results after line repairs and a water model under development. The record does not establish the model's later conclusions.
