DECISIONS AND ISSUES
- Council met from 6 to 7 p.m. The approved minutes and registry contain motions 23-172 through 23-188. The mayor chaired and seven councillors voted. Agenda, previous minutes, in-camera transitions and adjournment are procedural motions.
- Motion 23-176 approved additions to a Tundra Ridge house for five bedroom suites as a short-term rental use, with four setback variances and conditions. Smith raised concern about only two parking spaces after the motion. The approval does not establish that the suites were built or operated.
- Motion 23-177 granted a five-year temporary development permit for a North 40 municipal impound lot while permanent zoning amendments were unfinished. Staff gave a tentative September readiness date, not a documented opening date.
- Motion 23-178 changed the Strategic Planning and Economic Development Committee of the Whole to a standing committee. The signed minutes name Amarapala, Curley, Sheppard, Smith, Stevenson and Tilley for, and Nattaq opposed. The registry shows six for and one against but mistakenly labels the result unanimous. It carried 6–1, not unanimously.
- Motion 23-179 approved $4,937,475 in 2023 Capital Spending Plan amendments, described as changes across funds to cover commitments over budget. This is budget authority, not verified expenditure. Motion 23-180 amended property-tax relief listings; 23-181 accepted terms for a five-year municipal capital block funding agreement.
- Council gave third and final reading to the Chief Administrative Officer Appointment By-law 957 and Land Disposal By-law 958. It also accepted the management letter accompanying the 2022 audited financial statements. Statements from Smith, Amarapala, Nattaq, Awa and Sheppard are formal agenda statements, separate from questions.
