  1. The committee met from 6 to 8:18 p.m. Its approved minutes and registry contain PD23-38 through PD23-48. Nine recommendations are substantive; agenda and adjournment are procedural. All recommendations were recorded as unanimous, but the registry does not name each voter.
  2. PD23-39 recommended a home-daycare permit and variance for a semi-detached Road to Nowhere house. Members discussed traffic and the proposed staggered pickup and parking conditions. PD23-40 recommended an Apex accessory-building permit and size variance. Council approved these separately on June 27.
  3. PD23-41 recommended a one-year land-use permit and an annual rental formula for Aniirajak Ski and Adventure Club. PD23-42 recommended initial zoning reading and a public hearing for on-the-land facilities, with tighter controls on permanent structures. These recommendations did not themselves grant final permits or adopt the by-law.
  4. Embrace Life Council proposed an outdoor wellness cabin and Piruqatigiit Resource Centre sought land for on-the-land programming. The presentations were proposals, not committee approval of a constructed facility. Related planning steps returned in later meetings.
  5. On contaminated West 40 Lot 667, staff described an estimated 5,000 cubic metres of affected soil and a $2.5 million to $3 million remediation estimate. PD23-44 recommended a risk assessment and a later return with options. The estimate was planning context, not an approved cleanup cost or proof of remediation.
  6. PD23-45 through PD23-47 recommended a West 40 survey and nominal Government of Nunavut lease, subdivision of North 40 Lot 29, and planning readings for a vehicle impound and industrial parcels. Staff said Lot 29 would not be disposed of until downstream sewer upgrades; whether that later condition was met is unverified here.
