  1. The meeting opened at 6:01 p.m. and adjourned at 6:17 p.m. The minutes and registry motions 23-189 through 23-209 were compared. The four voting councillors were present for the registry's unanimous tallies; Mayor Awa chaired without a council vote. Agenda, prior-minute and adjournment motions are procedural.
  2. Motions 23-192 through 23-195 awarded $345,987.68 plus GST for Operations Centre furnishings, $822,500 plus GST for ATCO Loop decommissioning, a $106,197.33 plus GST housekeeping-pads change order, and a $296,013.50 plus GST Apex Cemetery expansion contract. The cemetery motion specified $144,523 plus GST of Phase 1 work in 2023 within that award. These approvals do not establish final payments or completion.
  3. Motion 23-196 directed an in-house dog-pound design and communication with the Iqaluit Humane Society. Motion 23-197 adopted revised municipal design guidelines, effective when related by-laws were amended. Neither direction proves the work was subsequently delivered.
  4. Motions 23-198 through 23-202 addressed a home-daycare permit, an accessory-building variance, a one-year land-use permit, an initial on-the-land-facility zoning reading with public notice, and a lease-rental policy. First reading is not final adoption.
  5. Motion 23-203 directed a risk assessment for contaminated Lot 667 and a later return with options. It did not approve or complete remediation. Other decisions addressed a West 40 survey and nominal-value Government of Nunavut lease, a Lot 29 subdivision, and first readings for proposed vehicle-impound and industrial parcels.
  6. Motions 23-207 and 23-208 concerned applications for a long-term-water archaeological impact assessment and a healthcare research project. The registry records four votes in favour, not a later permit, study result or project completion.
