  1. The meeting opened at 6:06 p.m. and adjourned at 6:38 p.m. The minutes and registry motions 23-210 through 23-223 were compared. The four voting councillors were present for the unanimous tallies; Mayor Awa chaired without a council vote. Agenda, prior-minute and adjournment motions are procedural.
  2. Motions 23-213 through 23-215 gave first reading to By-laws 959, 960 and 961. Council gave them second reading on July 25, a separate decision. Motions 23-216 and 23-217 gave third and final reading to Land Administration amendment 952 and Lot 667 acquisition By-law 916.
  3. Motion 23-218 approved a $20,000 plus GST Stantec change order for electrical and mechanical support at the Apex River pumping site. Motion 23-219 approved a $216,821.40 plus GST Tower Arctic change order for diesel supply and delivery there. These are contract and budget approvals, not measured pumping capacity or audited payments.
  4. Motion 23-220 approved a $47,735 plus GST hazardous-waste change order. Motion 23-221 awarded WSP Canada $66,520 plus GST for water-treatment-plant record drawings. Motion 23-222 cancelled the October 24 council meeting because of the municipal election.
  5. In discussion, the CAO reported Lake Geraldine about half a metre below full and could not answer a question about whether a new generator had increased pumping capacity at that meeting. This is a dated report and unanswered question, not a current reservoir measurement or an engineering finding.
