  1. Council opened at 6:06 p.m. and adjourned at 6:55 p.m. The two-page agenda, eight-page signed minutes and registry motions 23-224 through 23-240 were compared. Six members were present, including Mayor Awa as non-voting chair; the registry records five votes on unanimous motions.
  2. Motions 23-227 through 23-229 gave second reading to By-laws 959, 960 and 961 after that evening's public hearing. Second reading is not final adoption or proof that the proposed uses were established.
  3. Motion 23-230 approved a $63,150 plus GST change order for additional hydrant-flow testing. This is approved contract authority, not an audited payment.
  4. Motion 23-231 awarded Arcadis Canada Incorporated $5,564,246.92 plus GST for long-term raw-water supply and storage project definition, preliminary design and regulatory work. It also approved a separate $278,212.35 plus GST contingency for use at the City's discretion. The contingency is authorization, not proof it was spent.
  5. Motions 23-232, 23-233 and 23-236 advanced initial planning readings and hearing notices for Lower Iqaluit elders housing, West 40 and a Tundra Ridge public/institutional lot. Motion 23-237 provided a support letter for the proposed Kivalliq–Baffin fibre project. None proves later construction or funding.
  6. The formal Statements section records Awa acknowledging the deep sea port opening. This remains separate from debate and current-term statement totals.
