  1. No numbered formal motion or voted substantive decision is recorded in the approved hearing minutes. This zero concerns the formal motion inventory only; presentations, questions and representations remain separate.
  2. The hearing opened at 5:30 p.m. and closed at 5:40 p.m. Its agenda and two-page approved minutes were reviewed; the minutes list six council members present and three absent.
  3. By-laws 959 and 960 concerned a proposed municipal vehicle impound lot and a light-industrial lot. By-law 961 proposed a definition and zoning rules for an on-the-land facility. These were planning proposals at the hearing, not proof that facilities or lots were built.
  4. A speaker asked how an on-the-land facility would be defined and distinguished from a residential cabin. Planning described a community-serving use focused on traditional activities. The hearing record does not by itself adopt the by-law.
  5. Council gave the three by-laws second reading later that evening at Council Meeting #14, a separate decision recorded in the council motion registry.
