DECISIONS AND ISSUES
- The meeting opened at 6 p.m. and adjourned at 6:35 p.m. The agenda, ten-page signed minutes and registry motions 23-241 through 23-254 were compared. Five members were present, including Mayor Awa as non-voting chair; the registry records four votes on unanimous motions.
- Council gave first reading to five planning by-laws covering Lower Iqaluit elders housing, West 40 and Tundra Ridge. First reading is not final adoption or proof of construction.
- Motion 23-249 directed staff to submit a Housing Accelerator Fund application and bring a Housing Action Plan addendum back to council. An application and direction do not establish funding approval or delivery.
- Motion 23-250 expanded the Inuksuk High School intersection design study to include the bottom of the Plateau and required a revised decision once the amount was known. The later August 22 award is a separate decision.
- Motion 23-251 awarded EXP Services Inc. $598,200 plus GST for water and sewer upgrades design and related services for AV 341–AV 335, with provisional AV 328–AV 500 work. This is an award, not a verified payment or completed upgrade.
