  1. The registry contains 19 numbered entries, including proposed award 23-275 with no recorded vote or result. Thirteen voted substantive decisions are classified; the unvoted proposal, agenda, prior minutes and session transitions are excluded. September 12 labels By-laws 966 and 965 as General Plan and zoning respectively, the reverse of August 8; this source discrepancy remains unresolved.
  2. The public hearing immediately before council ran until 6:58 p.m. Council opened at 7:08 p.m. and adjourned at 8:59 p.m. The signed minutes were approved September 26.
  3. Nine distinct substantive questions or requests are documented in the written minutes. A procedural question about removing two by-laws from the agenda was excluded. The official audio has not been audited, so this is a written-record floor rather than a complete spoken-word count.
  4. Motions 23-265 through 23-267 gave first reading to the Procurement, Spending Authority and Council Indemnity by-laws. First reading is an initial legislative step, not final adoption.
  5. Motion 23-268 gave second reading to the Lower Iqaluit elders-housing zoning amendment. The public hearing record describes a proposed four-storey building with 42 units and three apartments. This approval stage does not establish construction, occupancy or final project delivery.
  6. Motions 23-269 and 23-270 gave second reading to the Tundra Ridge public and institutional land amendments. The related hearing recorded support from Pirugatigiit Resource Centre for a permanent on-the-land program location.
  7. A proposed $1,133,330.46 plus GST West 40 consulting award was deferred through motion 23-276 after questions about the evaluation and the $272,000 difference between proponents. Council awarded the contract at its September 26 meeting through a separate decision.
  8. Motion 23-274 awarded $91,466 plus GST for AV 270 water and sewer extension design. This is a contract award, not proof of payment or completed infrastructure.
  9. Formal Statements were recorded from Smith, Tilley and Nattaq. They remain separate from debate remarks and from the current-term Statements ledger.
