Iqaluit Council approved the 2027 capital budget as presented on October 27, with the chair announcing unanimous support. This moves the plan beyond the October 20 committee recommendation reported last week.

Why the headline figure is so large

The table attached to the Council package totals $216.215 million for 2027. When presenting the plan to committee on October 20, Chief Financial Officer Peter Tumilty explained that full costs for some federally supported multi-year projects were being included in the 2027 authorization so the City could enter contracts for the complete work.

The amount is therefore not a forecast that every dollar will be spent during 2027. It also does not represent a new $216-million grant announcement.

What Council’s vote changes

Councillor Kyle Sheppard moved approval of the capital budget as presented, following committee recommendation GP 26-58. The motion was seconded by Deputy Mayor Kimberly Smith and carried on the recorded announcement. The official registry now confirms motion 26-203 carried unanimously with six votes in favour.

The approval advances the infrastructure plan, including water, wastewater and development planning. Separate procurement awards, project schedules and completion records will show how the authorized work is delivered. This vote does not settle the separate operating budget or its tax decisions.

Recording and review basis

This report uses a complete transcript-assisted review of the October 27 English recording, checked against the agenda package. The official October 27 motion registry was checked November 1 and now confirms the numbered decisions and collective vote totals. Approved October 27 minutes were still not linked. Automated transcription can mishear words and names; individual voting and attendance totals were not changed.
