Council gave third and final reading to Land Disposal By-law 1037 on September 22, advancing the land arrangement for the Tundra Ridge expansion.
The bylaw covers Lot 23, Block 215, Plan 4915 and Lot 3, Block 249, Plan 4949. Motion 26-192 carried with six votes in favour and one abstention. The September 22 minutes reproduced in the October 27 agenda name Harry Flaherty as abstaining, with no reason given. They name Smith, Matshazi, Aglukark, Stevenson, Kunuk and Sheppard in favour. The August 25 first and second readings remain separate decisions.

What the draft leases say
The bylaw authorizes disposal by lease and takes effect on third reading. Its attached Schedule B contains draft pre-subdivision head leases for both parcels naming Tom Fitzgerald Construction Inc. as lessee. Each template describes a 99-year term with total stated rent of $1 plus applicable GST. They are templates with placeholder execution dates; the package does not establish that either final lease has been signed.
The draft terms say construction of the subdivision must start within 36 months of the effective lease date and finish within ten years unless council grants an extension. They allow the City to terminate for failure to complete on time or comply with applicable standards, preserve a future road connection and restrict transfer or subletting without City consent. Future subdivision and replacement leases are contemplated.
The City selected the developer in June and approved a land-disposal agreement in July. Read the earlier Tundra Ridge decision trail. The next records to look for are executed leases, an approved subdivision plan and dated construction milestones. The final-reading vote alone does not prove that leases were executed or homes were built.
