Council backs $5.97-million first phase of West 40 industrial subdivision

Iqaluit Council approved awarding Phase A of the West 40 industrial subdivision construction contract to Pilitak Enterprises Limited for $5,973,152 excluding GST. The October 27 motion is subject to confirmation of the final Phase A tender price and contract requirements.

What is the West 40 industrial subdivision?

The City’s tender describes an industrial subdivision for business and industrial uses. Milestone A includes roads, drainage, ponds and a riverside cut-and-fill lot. Rough grading of the other market lots is listed as provisional Milestone B. This is industrial land development, not a residential housing subdivision.

Construction price and project budget differ

The same motion increases the West 40 subdivision capital-project budget by $3,780,393.42, from $3.5 million to $7,280,393.42 excluding GST. That larger project budget includes existing consultant and surveying commitments, construction administration and a proposed 10 per cent construction contingency.

The $5.97-million award is for Phase A only under tender 2026-RFT-013. The total project budget and the construction award are different figures and should not be added together as two separate construction contracts.

What happens next

Motion 26-207 is recorded as unanimous with five votes in favour in the official registry, following Council’s closed session. The public decision authorizes the conditional award and budget increase; it does not establish that the contract has been signed, construction has started or serviced lots are ready.
