Iqaluit council has approved entering a federal contribution agreement for water and wastewater infrastructure intended to support new housing. Motion 26-193 carried unanimously with seven votes on September 22.

The City’s agenda report puts total eligible project costs at $144,962,587. The federal Build Communities Strong Fund would cover up to 75 per cent of eligible costs, to a maximum of $108,721,940.25. The City is responsible for delivering the approved scope and schedule and for project costs and overruns. Council authorized administration to execute the agreement and related documents.

What the plan covers

  • Approximately 3,000 metres of sewer utilidor expansion and rehabilitation.
  • Wastewater management, pretreatment and sludge management upgrades, plus a septage receiving facility.
  • Three water trucks, three sewer trucks and a heated storage facility for the trucked services fleet.

The agenda report says the infrastructure is intended to support approximately 925 new housing units in the near term and approximately 2,000 to 2,500 by 2031. These are project targets in the proposed agreement, not homes already built or a measurement of the water system’s current spare capacity. The report also lists procurement, reporting, audit, asset-management and climate-risk-assessment obligations; the assessment is required before Canada’s first payment.

This council decision advances the funding announced in April 2026. It is not another $108.72-million award to add to that announcement. The registry calls the fund “Build Canada Strong Fund,” while the supporting agenda report calls it “Build Communities Strong Fund.” Both documents describe the same named project and maximum contribution. The signed agreement and future payment and construction records will clarify the final terms and delivery.

City Hall Record’s water investigation tracks this work alongside the unresolved question of current and future system capacity.
