In 2019–2023, Awa served as councillor before being appointed mayor on October 25, 2022. His 662 indexed Council positions cover the whole term: 594 before the appointment meeting and 21 at the appointment meeting and 47 at later meetings. The 218 motions recorded as chairing without a vote are excluded. Later positions include meetings chaired by another councillor while Awa attended remotely. The minutes identify the actual chair; the mayoral title does not determine who voted.
Combined totals add reviewed positions once per indexed entry. They do not measure attendance, overall approval rates, agreement on identical issues or a complete term. The two terms contain different decisions, service periods and amounts of reviewed evidence. Separate readings and committee recommendations remain separate recorded stages.
Named or reconstructed?
Named positions identify a person in the official record. Unanimous support in either term is reconstructed only when the tally reconciles with reviewed attendance, the actual chair and item-specific exceptions. Collective outcomes with unresolved individual positions appear in the issue index, with no member votes assigned. Candidates whose recorded outcomes cannot be verified remain excluded. Absence, conflict and chairing without a vote are not opposition.
