THE SHORT VERSION

What matters most

01

Capital funding shapes the result

The original report shows $8,396,048 before capital transfers and $29,522,211 in capital transfers. Their sum is the original $37,918,259 surplus.

02

Surplus and cash move differently

Despite the surplus, cash fell by $15,029,540. Capital purchases on the cash-flow statement total $44,432,833. This is not a project-by-project spending reconciliation.

03

Later corrections matter

A later correction deferred Rapid Housing Initiative funding. That changes when revenue is recognized; project delivery questions require the funding and project records as well as the audit.

THE REVISION TRAIL

Housing funding moved into deferred revenue

Note 2 in the 2023 report says CMHC Rapid Housing Initiative funding recognized when received should instead have been deferred and recognized as construction progressed. Its adjustment table decreases receivables by $667,795, increases deferred revenue by $9,926,462 and decreases excess revenue and accumulated balances by $10,594,257. 2023 Note 2, printed page 17 ↗.

Annual surplus$37,918,259$28,972,156
Capital transfers$29,522,211$20,576,109

Accumulated fund balances$244,503,221$235,557,118

Separately, the published annual-surplus figures above decrease by $8,946,103 between the original 2022 report and the restated comparative. The two presentations are not treated as the same number. The reviewed statements explain the recognition policy but do not provide a complete line-by-line bridge between Note 2 and the comparative change. WHAT THE AUDITOR SAID

A signed fair-presentation opinion

Lester Landau Accounting Professional Corp. gives an unmodified fair-presentation opinion under Canadian public-sector accounting standards. The closing report is signed and dated March 7, 2023. The later 2024 report is also now confirmed as final and signed.

The opinion concerns material financial presentation. It is not a verdict that every purchase was good value, that every project was delivered or that internal controls were independently certified effective.

CASH, DEBT AND RESERVES

The bank balance is not the whole picture

Year-end cash is $57,013,534 and long-term debt is $24,720,720. The original cash note attributes $14,361,985 of cash to reserve funds. That is a cash classification, not a reconciled total of all reserve balances. It also identifies restricted project funding. Categories can overlap and must not be added again to total cash. Cash note ↗.

Deferred revenue and other liabilities also matter. A transfer’s recognition date is not necessarily its receipt date or the date a contractor was paid.
